رسالة من رئيسة لجنة حقوق الإنسان في البرلمان الإيطالي للمؤسسات الرياضية الدولية

في أعقاب جلسة الاستماع التي عقدت للوفد الرياضي الفلسطيني في البرلمان الإيطالي بروما، وجّهت رئيسة لجنة حقوق الإنسان رسالة رسمية إلى اللجنة الأولمبية الدولية والفيفا واليويفا واللجنة البارالمبية الدولية، دعت فيها إلى التعامل مع الانتهاكات التي تم عرضها خلال الجلسة، والتي تمس الميثاق الأولمبي ولوائح الفيفا والحقوق الأساسية للرياضيين الفلسطينيين.
نثمّن هذه الخطوة المهمة والدعم المبدي في سبيل تعزيز مبادئ العدالة والمساواة والمساءلة في الرياضة الدولية. وفيما يلي النص الكامل للرسالة:

السيدة كوفنتري، السيد إنفانتينو، السيد تشيفرين المحترمون،
في يوم الخميس الموافق 12 فبراير 2026، عقدت اللجنة الدائمة لحقوق الإنسان في مجلس النواب الإيطالي، التي أترأسها، جلسة استماع مع السيد جبريل الرجوب، رئيس اللجنة الأولمبية الوطنية الفلسطينية، وهي منظمة معترف بها رسميًا من قبل اللجنة الأولمبية الدولية منذ عام 1993.
وقد رافق الرئيس الرجوب كل من فاليري ترزي، السباحة وعضو الفريق الأولمبي الوطني الفلسطيني؛ وديمة سعيد، الناطق الرسمي باسم الاتحاد الفلسطيني لكرة القدم والقائدة السابقة للمنتخب الوطني؛ وإيهاب أبو جزر، المدير الفني للمنتخب الوطني الفلسطيني لكرة القدم للرجال.
وخلال الجلسة تم تقديم تقرير بعنوان "تأثير العدوان الإسرائيلي على القطاع الرياضي الفلسطيني" (المرفق بهذه الرسالة). ويوثق التقرير بالتفصيل الحرمان الكامل للفلسطينيين من حقهم في ممارسة الرياضة. ويبين التقرير أنه بعد أكثر من عامين من القصف الإسرائيلي على غزة، إضافة إلى أعمال العنف التي ينفذها المستوطنون وقوات الجيش الإسرائيلي في الضفة الغربية، قُتل 684 رياضيًا ينتمون إلى 34 اتحادًا ومؤسسة رياضية فلسطينية، فيما أصيب الآلاف غيرهم. كما تعرضت الملاعب والمنشآت الرياضية في مختلف الألعاب إلى أضرار جسيمة أو دُمِّرت بشكل لا يمكن إصلاحه، ما أدى إلى خسائر تُقدَّر بملايين الدولارات، وستتطلب عملية إعادة الإعمار سنوات عديدة.
وخلال جلسة الاستماع، أُشير أيضًا إلى أن ما لا يقل عن تسعة أندية لكرة القدم تشارك في الدوري الإسرائيلي، والمدعوم من الفيفا واليويفا، تقع في مستوطنات إسرائيلية في الضفة الغربية، وهي مستوطنات يعتبرها القانون الدولي غير شرعية وفقًا لقرارات الأمم المتحدة. وفي هذه المواقع يقوم الاتحاد الإسرائيلي لكرة القدم واللجنة الأولمبية الإسرائيلية بتنظيم مسابقات رياضية رسمية.
كما تم التطرق إلى أن حرية تنقل الرياضيين الفلسطينيين مقيَّدة بشكل كبير بسبب القيود التي تفرضها السلطات الإسرائيلية. ونتيجة لذلك، لا يستطيعون التدريب أو المنافسة خارج المناطق التي يقيمون فيها، كما أنهم غير قادرين على استضافة فعاليات رياضية في أراضيهم، الأمر الذي يبرز فجوةً غير مقبولةٍ في المعاملة.
وينص الميثاق الأولمبي على أن ممارسة الرياضة هي حق أساسي من حقوق الإنسان. إلا أن الفلسطينيين اليوم محرومون من ممارسة هذا الحق نتيجة المسؤولية الواضحة والمعترف بها على نطاق واسع لحكومة دولة إسرائيل، التي تعد بدورها عضوًا في اللجنة الأولمبية الدولية.
إن المبادئ الأساسية السبعة للأولمبية التي يستهل بها الميثاق الأولمبي واضحة وصريحة. فالانتماء إلى الحركة الأولمبية يقتضي احترام الميثاق، الذي يحدد قيمًا واضحة تشمل احترام حقوق الإنسان المعترف بها دوليًا والمبادئ الأخلاقية العالمية الأساسية، وتعزيز مجتمعٍ سلميٍ، وصون الكرامة الإنسانية، والتمتع بالحقوق والحريات دون أي تمييز على أساس العرق أو اللون أو الجنس أو التوجه الجنسي أو اللغة أو الدين أو الرأي السياسي أو الأصل الاجتماعي أو الملكية أو المولد أو أي وضعٍ آخر.
كما يؤكد الميثاق الأولمبي أن لكل فردٍ الحق في ممارسة الرياضة دون أي شكلٍ من أشكال التمييز، وبما يتوافق مع الاحترام الكامل لحقوق الإنسان المعترف بها دوليًا.
وتتضمن لوائح الفيفا واليويفا مبادئ مشابهة.
وقد سبق للجنة الأولمبية الدولية، في حالات سابقة، أن علقت عضوية دول بسبب الانتهاك الصريح لهذه المبادئ نفسها، ومن ذلك جنوب أفريقيا خلال فترة نظام الفصل العنصري، ومؤخرًا روسيا عقب عدوانها على أوكرانيا.
وبصفتي رئيسة اللجنة الدائمة لحقوق الإنسان في مجلس النواب الإيطالي، فإنني أدعوكم، بصفتكم رؤساء اللجنة الأولمبية الدولية والفيفا واليويفا، إلى بذل كل الجهود الممكنة، كل ضمن نطاق صلاحياته، لضمان أن تضع حكومة إسرائيل حدًا لسياساتها التي تؤدي إلى تدمير مختلف جوانب الحياة الفلسطينية، بما في ذلك الرياضة. كما أحثكم على تقييم ما إذا كان ينبغي، استنادًا إلى الوقائع المشار إليها أعلاه والموثقة من قبل اللجنة الأولمبية الفلسطينية، النظر في اتخاذ إجراءاتٍ عقابيةٍ مماثلةٍ لتلك التي طُبقت على دولٍ أخرى بحق دولة إسرائيل.

Following the Palestinian sports delegation’s hearing at the Italian Parliament in Rome, the Chair of the Human Rights Committee sent a formal letter to the IOC, FIFA, UEFA, and the IPC urging them to address the violations of the Olympic Charter, FIFA statutes, and the fundamental rights of Palestinian athletes raised during the session.
We appreciate this important step and the support shown in upholding the principles of justice, equality, and accountability in international sport. Here is the full text of the letter.

Dear Mrs. Coventry, Mr. Infantino, and Mr. Čeferin,
On Thursday, 12 February 2026, the Standing Committee of the Italian Chamber of Deputies
on Human Rights, which I chair, held a hearing with Jibril Rajoub, President of the
Palestinian National Olympic Committee, an organization officially recognized by the International
Olympic Committee since 1993.
President Rajoub was accompanied by Valerie Tarazi, swimmer and member of the Palestinian
National Olympic Team; Dima Said, spokesperson for the Palestinian Football
Association and former captain of the national team; and Ihab Abu Jazar, head coach of
the Palestinian men’s national football team.
During the hearing, the report “The Impact of Israeli Aggression on the Palestinian Sports
Sector” (attached to this letter) was presented. The report documents in detail the total
denial of the right to sport for Palestinians. It shows that, after more than two years of
Israeli bombardment in Gaza and following the violence carried out by settlers and the
IDF in the West Bank, 684 athletes belonging to 34 Palestinian sports federations and
institutions have been killed – and thousands more injured. Stadiums and sports infrastructures
of every discipline have been irreparably damaged or destroyed, resulting in
losses amounting to millions of dollars, and reconstruction will require many years.
During the hearing, it was also mentioned that at least nine football clubs participating
in the Israeli league – supported by FIFA and UEFA – are based in Israeli settlements in
the West Bank, which are recognized as illegal under international law by the United
Nations. In these locations, the Israeli Football Association and the Israeli Olympic Committee
organize official sporting competitions.

It was further noted that the freedom of movement of Palestinian athletes is severely
restricted due to limitations imposed by the Israeli authorities. As a result, they are unable
to train or compete outside the territory where they reside, nor are they able to
host sporting events in their own territory, highlighting an intolerable disparity of treatment.
The Olympic Charter defines the practice of sport as a fundamental human right. Today,
the exercise of this right is denied to Palestinians due to the clear and widely recognized
responsibility of the Government of the State of Israel, which is itself a member of the
International Olympic Committee.
The seven “Fundamental Principles of Olympism”, which open the Olympic Charter, are
explicit: belonging to the Olympic Movement requires respect for the Charter, whose
values are clearly defined. These include respect for internationally recognized human
rights and fundamental universal ethical principles, the promotion of a peaceful society,
the preservation of human dignity, and the enjoyment of rights and freedoms without
discrimination of any kind based on race, colour, sex, sexual orientation, language, religion,
political opinion, social origin, property, birth, or other status.
The Olympic Charter also reiterates that every individual must have the possibility to
practice sport without discrimination of any kind, in full respect of internationally recognized
human rights.
Similar principles are enshrined in the statutes of FIFA and UEFA.
In the past, for the open violation of these same principles, several countries have been
suspended by the International Olympic Committee – for example apartheid-era South
Africa and, more recently, Russia following its aggression against Ukraine.
In my capacity as Chair of the Standing Committee of the Italian Chamber of Deputies
on Human Rights, I therefore call upon you, Presidents of the IOC, FIFA and UEFA, to
make every effort – within your respective competencies – to ensure that the Government
of Israel brings an end to its policy of destroying every aspect of Palestinian life,
including sport. I also urge you to assess whether, on the basis of the facts outlined
above and documented by the Palestinian Olympic Committee, sanctioning measures
similar to those applied to other countries should be considered with regard to the State
of Israel.
